§ Mr. Mark CarlisleI have no evidence that the education system is encouraging polarisation on racial grounds. In many schools teachers are devoting much thought and effort to promoting greater understanding laid harmonious relationships among children of different ethnic origins. But the schools cannot insulate pupils from what they experience outside the school.
