§ Mr. Spellerasked the Secretary of State for the Home Department what was the reason for the increase from £4.50 to £17 per annum in the cost of a licence for a VHF radio as used by small boat sailors; and if he will reverse the decision to make this increase.
§ Mr. RaisonThe decision to increase the licence fees for private users of radio, and the reasons for the increase, was announced on 10 December and the increases took effect from 1 January. As a result, the fee for the ships' licence which includes VHF only installations was increased from £6.40 to £17.50 per annum. The revised fees ensure, in line with normal Government accounting policy, that the full costs of administering a service are met by the beneficiaries of that service and not by other users of radio or the taxpayer. I hope shortly to be meeting representatives of the Royal Yachting Association to discuss the matter further.
