asked the Secretary of State for Education and Science (1) why he has recommended an increase of 7½ per cent. for student union funds when an application of Her Majesty's Government's cash limits would indicate an increase of nine per cent.;

(2) if he will delay the implementation of change.; in student union financing;

(3) what representations he has received on the new system of student union financing;

(4) if he is satisfied that he has provided adequate advice to the Council of Local Education Authorities and the University Grants Committee on the changes of financing student unions.

My right hon. and learned Friend is satisfied that there were adequate discussions with officers of the University Grants Committee and with the Council of Local Education Officers before deciding the new arrangements for financing student unions which were announced by my right hon. and learned Friend on 5 February 1980.

I have received representations against the proposals from student interests, but I am satisfied that any difficulties in introducing the new arrangements are resolvable at the local level where responsibility for decisions will lie. My right hon. and learned Friend sees no reason to postpone the changes.

The recommended tuition fee for 1981–82, including the added student union element, were together revalued to allow for the same prospective pay and price movements in higher and further education.
