[pursuant to his reply, 27 January 1981, c. 375]: I am informed by the Manpower Services Commission that unemployed disabled people are allocated to section I of the Disabled Persons Employment Register if they are thought likely to be able to compete in open industry on comparable terms with regard to earnings and job security, with non-disabled people. Allocation to section II of the register is restricted to those who are unlikely to obtain and keep employment other than under sheltered conditions.
