§ Mr. Millanasked the Secretary of State for Scotland if he will state the expenditure guideline figures for each local authority in Scotland as issued by him for 1981–82, together with the comparable figures at comparable prices for 1980–81; and if he will give the basis on which the 1981–82 figures have been prepared.
§ Mr. YoungerAs explained in Scottish Office finance circular No. 1/1981, sent to all local authorities on 15 January, the guideline figures for 1981–82 take account of the assessment of expenditure needs implicit in the demographic formula used to distribute the needs (general) element of rate support grant, modified by the level of previous guidelines in order to avoid undue variations from one year to another.
