Mr. J. Enoch Powellasked the Lord Privy Seal how the sovereign equality of States in international law, which is a basic principle of the United Nations Charter, is reconciled with the inequality in this respect between States which are, and States which are not, parties to the Treaty of Rome.
§ Sir Ian GilmourNeither the principle of the sovereign equality of States nor the United Nations Charter is affected by the Treaty establishing the European Economic Community. The preamble to that Treaty includes the following
Intending to confirm the solidarity which binds Europe and the overseas countries and desiring to ensure the development of their prosperity, in accordance with the principles of the Charter of the United Nations".
