§ Mr. FowlerI appreciate the objectives which I think the hon. and learned Gentleman has in mind. There are practical difficulties in his specific suggestions, and in recognition of these the Director General of Fair Trading's recent report "Consumer Difficulties in the Used Car Sector" recommended against such requirements. My Department is, however, considering with his office other relevant recommendations in that report.
