§ Mrs. Sally OppenheimI consult as widely as the subject matter demands or I am required by statute. On occasion I have gone beyond the requirements of statute and custom. In many cases several hundred organisations have been consulted and it is not therefore practicable to provide a meaningful list of those whom I have consulted on particular occasions.
