§ Mr. Dixonasked the Secretary of State for the Environment (1) how he arrived at the figure for the housing revenue account factor in the grant-related expenditure assessment for South Tyneside; for what reason there is now a credit of £424,345 for 1981–82 while the original estimated deficit on the account for 1980–81 was £454,870; and whether he proposes to amend the housing revenue account element of the grant-related expenditure element to reflect actual figures for 1980–81;
(2) what consideration he has given to the fairness of using a rate fund deficit contribution calculated net of the working balance brought forward to 1980–81 in the case of South Tyneside, in view of the inherent understatement of the longer-term fend of expenditure on the account; and what is the basis of the various weightings used in the calculation;
(3) what consideration is being given to revising the basis of assessment of the grant-related expenditure assessment for 1981–82 or later years;
(4) what area the regional level of rents used in the grant-related expenditure calculation applicable to South Tyneside covers.
