Mr. J. Enoch Powellasked the Secretary of State for Northern Ireland what legislative provision he proposes to make for Northern Ireland corresponding to part II of the Social Security and Housing Benefits Bill.
§ Mr. PriorIn view of the differences between the law and administrative arrangements in the housing, rating and social security fields in Northern Ireland and Great Britain, it would not be practicable to provide in the Bill for the introduction of the housing benefit in Northern Ireland. I propose, therefore, to proceed by means of an Order in Council subject to affirmative resolution, and plan to publish a proposal for a draft order in due course.
