Friend the Secretary of State for Wales and my right hon. and learned Friend the Secretary of State for Education and Science looked at this issue in paragraph 17 of their recent statement "The School Curriculum". While they emphasise the importance of curriculum development and related in-service teacher training, they recognise that this is likely to be constrained, at least in some instances, by pressure on resources over the next few years. The effects will vary depending on the approach taken by individual authorities in deploying available resources.
