§ Mr. Giles ShawThe developments permitted in a zone are set out in an enterprise zone scheme drawn by the prospective enterprise zone authority. Each scheme will need to reflect local circumstances. We have not laid down central planning guidelines beyond saying that we would like to see planning restrictions kept to a minimum subject to retaining controls needed for health, safety and the control of pollution and, where necessary, some limit on larger scale retail developments.
