I refer the hon. Member to the reply my right hon. Friend gave to my hon. Friend the Member for Aberdeen, South (Mr. Sproat) on 5 August. While local authorities have a duty to provide facilities for the social rehabilitation of blind people, it must be for each authority to decide how best to meet its responsibilities.—[Vol. 990, c.205–6.]
