XVII 6 Rate Rebate Grants and Additional Rate Support Grants to Local Revenues, Scotland £15.5m.
The need for these additional provisions was explained in paragraphs 7 and 31 of my report on the Rate Support Grant (Scotland) Order 1979 (HC 295). The provision of £15.5 million for rate support grant in respect of increases in interest charges—£5.5 million in 1979–80 and £10 million in 1980–81. Any subsequent provision which I may seek for 1980–81 will depend on movements in interest rates on the remainder of the current financial year.
Vote 3A is treated as a cash limit, while Vote 6 is not.>
