§ Mr. Kenneth ClarkeBy 19 September, out of a total of 80 lighting columns required for the scheme, 78 had been erected and all the cables had been laid. It would be wasteful not to use the lights. The scheme will cost 76p per hour to run and it will be lit daily from sunset to sunrise. During the three years to the end of 1978, by day there was one accident for each 1.45 million vehicle movements and by night there was one accident for each 21,500 vehicle movements.
