470Whave lost grant in the annual settlement; and as a general rule no deputations on RSG are received in the period immediately before the annual settlement when decisions are being finalised. Representations by individual authorities, whatever form they take, cannot affect their grant entitlements because RSG is distributed according to principles of general application. But Ministers take general account of these representations in reaching decisions on the general principles to be applied.
