Friend is considering the scope for further housing capital expenditure during 1980–81 in the light of information provided by local authorities in response to circular 19/80. He will announce his decision as soon as possible. In the meantime, I cannot exempt the Coach Road, Whitehaven scheme from the standstill on new housing commitments.
