§ Mr. Kilroy-Silkasked the Secretary of State for the Home Department what changes he proposes to make to the Mental Health Act 1959, in the light of the ruling by the European Commission on Human Rights that he has violated article 5 of the European Convention of Human Rights.
§ Mr. BrittanThe Commission's report in this case has been referred to the European Court of Human Rights. Decisions about future action must await the judgment of the court.
