§ Mr. WhitelawMy hon. and learned Friend the Minister of State discussed this matter briefly with members of the local Conservative Party during the course of a recent visit to Manchester. As I informed the right hon. Member in my letter of 4 November, having carefully considered both the report of the Local Government Boundary Commission for England on its second review of the elec-12W toral arrangements for the city of Manchester and the representations received about it, I have decided in principle to make an order giving effect to the commission's proposals without modification.
