Civil servants above the rank of higher executive officer—these represent less than 10 per cent. of the Civil Service—are entitled to travel first class by rail on official duty if they so wish. Central records are not kept of the numbers of rail journeys, so I cannot give my hon. Friend the figures he asks for.
