Member for Manchester, Wythenshawe, on 30 October, Official Report, col. 339, if he intends that housing authorities should or should not provide adaptations required by disabled council tenants during the general housing moratorium; and if he will make a further statement.

Adaptations to homes in both the private and public sectors which housing authorities consider essential to 659W the effective operation of the arrangements set out in circular 59/78 should be regarded as exempt from the constraints authorities have been asked to observe by circular 19/80. That circular should be read in the light of this statement, which I have taken steps to make widely known.
