§ Mr. Cryerasked the Secretary of State for Employment under what authority form F 2508 has been issued by the Health and Safety Executive on the report of an accident or dangerous occurrence when the authorising instrument, the Notification of Accidents and Dangerous Occurrences Regulations, is not in force until 1 January 1981.
§ Mr. Mayhew[pursuant to his reply, 5 November 1980]: The authority to approve and issue forms in advance of regulations coming into force derives from sections 13 and 23 of the Interpretation Act 1978.
Form F 2508 was approved by the Health and Safety Executive on 2 September 1980. It has not yet been "issued" but is now being printed for that purpose.
