§ Mrs. Renée Shortasked the Secretary of State for Social Services (1) if he will introduce regulations to provide general standards and rights of inspection by local authorities of private children's homes;
(2) if he will bring forward plans to require registration of private children's homes;
(3) if he is satisfied with the qualification standards of proprietors of private children's homes; and if he will introduce legislation to ensure that such proprietors must, at a minimum, have child care qualifications.
