Mr. Skinner

asked the Secretary of State for the Environment what representations he has received from associations for the disabled regarding the integration of disabled people into the community through sport and recreation in conjunction with the International Year of Disabled People.

Mr. Monro

None. These associations are members of a campaign committee established by the Sports Council to promote the international year. The campaign will be launched by HRH The Duke of Edinburgh on 3 December.

asked the Secretary of State for the Environment what action is being taken by his Department during 1981, the International Year of Disabled People, to ensure the long-term development of participation in sport by the disabled.

None, directly. The Sports Council has responsibility, under its Royal Charter, to promote sport and recreation, including participation by the disabled.

The Sports Council, on behalf of the Government, is the main source of financial assistance to local authorities. But under the Department's programme circular 21 local authorities were asked to consider the needs of the disabled when submitting grant applications which may include provisions for sport and recreation.
