§ Mr. Durantasked the Secretary of State for the Environment if he is now able to say what day he intends to appoint to bring into effect part III of the Local Government, Planning and Land (No. 2) Bill which covers the direct labour provisions.
§ Mr. StanleySubject to the enactment of the Local Government, Planning and Land (No. 2) Bill, we intend to adhere to 1 April 1981 for the comencement of part III. The consultation paper we published last August announced our intention that new accounting and tendering arrangements should come into operation for the financial year 1981–82.
