§ Mr. Urwinasked the Minister of Transport (1) what progress has been made since 31 March in preparation of draft regulations to control comprehensively the conveyance of dangerous goods by road;
(2) when he expects to introduce codes of practice which will give guidance on the best means of containment for dangerous substances and the security of loads on vehicles.
§ Mr. FowlerUnder the Health and Safety at Work etc. Act 1974, it is the responsibility of the Health and Safety Commission to prepare regulations and codes of practice on the transport of dangerous goods by road. The chairman of the commission has recently told me that the commission expects to complete during the course of this year its work on regulations covering road tankers and the transport of tank containers of 3 351W cubic metres capacity or more. Proposals for the containment and security in transport of smaller quantities of dangerous substance are less far advanced.
