§ Mr. Mark CarlisleThis is an internal Government inquiry and will be conducted so as to involve all the Ministers concerned and their Departments. All relevant written representations from outside will be taken into account. The inquiry will be completed as quickly as is consistent with a thorough examination of all the issues.
