§ Mr. Kenneth ClarkeThese organisations generally accepted that changes were necessary in order to curb abuse of the scheme and supported a number of our proposals, but most considered that the proposed eligibility criteria were too 579W restrictive. We are now considering the views expressed by these organisations and by other bodies consulted.
