§ Mr. Geoffrey FinsbergThe Department takes the view that the choice of heating fuels is a matter for individual local authorities in the light of local needs and circumstances. However, general advice has been given by the Joint Working Party on Heating and Energy Conservation in Domestic Energy Note No. 1 on factors to be taken into account in order to achieve reasonable running costs if an authority chooses electric heating systems for new houses.
