Mr. Michael Brown

asked the Secretary of State for the Home Department (1) what proposals he has to encourage people to join the Special Constabulary;

(2) what is the present number of special constables operating in the United Kingdom;

(3) what consultations he has had with the Police Advisory Board regarding the number and effectiveness of the special constables.

There were 15,960 special constables in England and Wales on 31 December 1979, the latest date for which figures are available. The decline in the strength of the special constabulary is a matter for concern and the Police Advisory Board, after discussing the matter under my chairmanship, has decided to
