§ Dr. BoysonThe adult literacy and basic skills unit, which is to provide from April 1980 a stimulus and focus for work in adult literacy, numeracy and certain related basic skills will, subject to parliamentary approval, have funds of about £½ million in its first year. It is for local authorities to determine, in the light of local needs, priorities and finances, what resources can be made available for this work and the most effective means of deploying them.
