Mr. Wm. Ross

asked the Secretary of State for Northern Ireland whether any persons now serving in Northern Ireland as clerk, deputy clerk, or assistant clerk of a district council are not British subjects; when such persons were appointed; and whether he is satisfied that the appointments were within the scope of regulations in force at the time of appointment.

Mr. Goodhart

[pursuant to his reply, 6 March 1980, c. 338]: I am not aware of any persons having been appointed to the posts of clerk or assistant clerk who were not within the scope of the District Councils (Qualifications of Clerks and Assistant Clerks) Regulations (N.I.) 1973. Such appointments are not the responsibility of my Department.

asked the Secretary of State for Northern Ireland why, in the Statutory Rules of Northern Ireland 1980, No. 23, the qualification "He is a British Subject", which appeared in the former regulations introduced in 1973, has been dispensed with.
