asked the Secretary of State for the Environment (1) why Rugby falls in category F for cost limits for improvement schemes;

(2) if he will consider placing Rugby in category D instead of category F for cost limits because of the considerable rehabilitation now required there.

Rugby borough council was placed in category F for purposes of the delegated cost limits on improvement expenditure following an analysis of the rehabilitation costs incurred in the area. We are willing to consider any information from Rugby to support a claim for recategorisation, but no evidence to justify such a change has been received.
