asked the Secretary of State for the Environment whether, in the light of the reduced take-up of grants for improving houses in the private sector, he will consider introducing an expanded scheme of universal financial incentives.

The Government's Housing Bill contains a number of provisions designed to make the renovation grant system more effective and to encourage grant take-up.
