asked the Lord Privy Seal if he will make a statement about the outcome of the recent negotiations for a new food aid convention.

A new food aid convention was negotiated in London on 3–6 March. It provides for participants to supply to developing countries at least 7,592,000 tonnes of grain or derived products annually, or the cash equivalent, and there are improved conditions concerning procurement in developing countries. It is expected to come into force on 1 July 1980 and to expire on 30 June 1981 unless extended. Parliamentary approval for ratification by the United Kingdom will be sought in due course; if it has not been obtained by 1 July 1980 the Community may deposit an instrument of provisional application in order to enable the Convention to come into force.
