Mr. Raymond Ellis

asked the Secretary of State for the Environment what are the qualifications required of persons supervising or managing toxic waste tips; if he is satisfied that adequate supervision is given to the management of such tips; how often inspections are made and by whom; what is the nature of these inspections and if, in view of the widespread uncontrolled dumping on such tips, he will take steps to increase the frequency of inspection.

These are matters for the waste disposal authorities—county councils in England—in whom the necessary powers and duties to safeguard the environment and public health from waste disposal operations are vested. I have no information to suggest that uncontrolled dumping is widespread.
