§ Mr. YoungerThe extraordinary expenses portion of rate support grant in Scotland is at present so prescribed as to apportion a defined part of the needs element among local authorities. The authorities are those which incur extraordinary expenses in connection with developments relating to exploration for or exploration of off-shore petroleum.
