asked the Secretary of State for the Environment if he will publish in the Official Report a table showing the average rent increases registered last year in each of the rent districts throughout London, other conurbations and the rest of the United Kingdom.

Information for registrations of fair rents for private rented unfurnished accommodation made by rent officers in England and Wales in 1979 is available for individual rent registration areas in London and for rent assessment panel areas outside and is below. Figures for Scotland and Northern Ireland which may not be fully comparable and are the responsibilities of my right hon. Friends the Secretaries of State for Scotland and Northern Ireland.

Notes :

  1. 1. The average percentage changes are the average of the individual percentage changes on each registration. Rents include some service charges. Increases are not fully payable immediately but are phased in three annual instalments. The statistics are for rent officer registrations only and do not take account of any changes made by rent assessment committees on appeal.
  2. 2. Changes in rents given in the table are restricted to cases, where there are not changes in terms of tenancy or condition of accommodation. Housing association and furnished cases and initial registrations following decontrol are also excluded. The first column, "all cases", includes changes between unregistered rents and first registered rents, and changes between registered rents regardless of the elapsed time between registrations. The second column is restricted to re-registrations and only to those occurring within four years of the earlier registration.
