§ Mr. Neil MartenWe expect Jamaica's economic problems to be discussed when the Caribbean Group for Co-operation in Economic Development meets next week in Washington. We shall take due note of any conclusions reached there. In general, however, we consider that we should not be justified in providing a new aid loan to Jamaica in the absence of an economic programme which has international support.
