asked Her Majesty's Government:

Whether British shipbuilders may legitimately build tankers and other vessels which do not comply with IMCO regulations actually or prospectively in force for:

  1. (a) British owners and
  2. (b) foreign owners
when these intend to register the vessel in question with a state which has not ratified the relevant agreements.

The specification for a ship is primarily a matter for the shipowner concerned who will need to satisfy the regulations of the country of registration and the trades for which it is intended.
