asked the Secretary of State for Social Services what categories of disabled people he estimates are not having their mobility needs met either by the mobility allowance or Motability; and how many people he estimates this represents in each case.

Most categories of disabled people have mobility needs, but the mobility allowance is designed as a contribution towards meeting those needs of people, primarily of working age, unable or virtually unable to walk.
