asked the Lord Privy Seal what practical steps are envisaged by the Security Council to secure the full implementation of resolution 425 (1978) in the event of the continuing obstruction of the mandate of UNIFIL by the dc facto militia supported by Israel.

Mr. Hurd

As my right hon. Friend said in his reply of 16 July to the hon. Member—[Vol. 988, c. 567]—the Secretary-General has been considering ways in which the position of UNIFIL may be consolidated. Attempts are being made to reconvene the Israeli-Lebanese mixed armistice commission. So far, however, no meeting has been possible. The Nine are considering in what way they can help.

Mr. Hooley

asked the Lord Privy Seal what representations have been made by the United Kingdom to the Government of Israel concerning the violation of the provisions of the fourth Geneva convention in respect of the Arab population of the occupied territories, following the adoption of Security Council resolution 471 (1980) on 5 June.

Exchanges between our two Governments are confidential. The Israeli authorities have been left in no doubt of our view that the fourth Geneva convention on the responsibilities of occupying powers is applicable to the territories occupied by Israel in 1967 and that we deplore violations of it, in particular the continuing policy of settlement of the territories.
