§ Mr. BrittanThe rate of increase included in the Government's expenditure plans is based on the recommendations of the standing committee on probation manpower needs which has advised that some 5,620 officers could be required for all duties by the end of 1980, an increase of 90 over the year, rising to some 5,730 over the following two years.
