asked the Secretary of State for the Environment what are the highest and lowest levels of staff per thousand in the 36 metropolitan boroughs; and what is the level for the Macclesfield and Congleton borough councils in the county of Cheshire.

On the basis of information published by the joint manpower watch and the Office of Population Censuses and Surveys, the highest and lowest levels of staff per thousand population in the 36 metropolitan district councils in England appear to be 88–0 and 37–2 respectively; in metropolitan district councils having "borough" status they are 58–8 and 37–2 respectively. The levels for the non-metropolitan district councils of Macclesfield and Congleton are 7–1 and 9–7 respectively. These figures are based on total numbers of staff excluding law and order groups.
