§ Mrs. René e Shortasked the Secretary of State for the Home Department if he will publish in the Official Report the guidelines initiated by the Volunteer Centre on the dividing line between the voluntary and paid work in the public services.
§ Mr. RaisonI assume the hon. Member is referring to the guidelines for relationships between volunteers and paid non-professional workers which were published by the Volunteer Centre, from which copies are freely available. The guidelines, which were drawn up in 1975 by a working group consisting of public sector trade unionists and personnel from statutory and voluntary organisations, revised in 1977 and are currently again under review.
The Volunteer Centre is an independent voluntary agency and it would be inappropriate for my right hon. Friend to publish the guidelines in the Official Report.
