asked the Secretary of State for the Environment if he will introduce legislation which will require the Local Government Commissioner to make copies of reports available to trade unions which might have a valid interest in a case which has been investigated.

No. I am satisfied that the existing arrangements for these reports to be made available to the public are adequate to ensure that anyone with a valid interest may see them. The Government have also accepted a recommendation from the Local Government Commissioners that local authorities be required to supply copies of the reports on request to the public and the media, on payment of a reasonable charge. We have undertaken to introduce appropriate legislation when there is an opportunity.
