asked the Secretary of State for Employment if he will investigate the difficulties caused by trade union attitudes to individuals who have been retrained by skillcentres and seek to use their new skills in the engineering industry.

The Central Policy Review Staff considered such questions in its review of restrictive practices in industry, and I also understand that the Manpower Services Commission investigates such difficulties wherever they arise and takes action to overcome them. Further investigation of what are essentially local problems does not seem necessary, but ways of minimising resistance to skillcentre trainees, from whatever quarter, is something we shall have in mind in our examination of the national training system this autumn.
