§ Mr. FowlerThere is no necessary connection between the fuel efficiency of the various transport modes and their general level of performance or the contribution they make towards meeting transport needs. A correlation of the kind suggested in the hon. Member's question would not be an appropriate way of determining investment levels; nor is the need for such a correlation implied in the declaration of the Venice Summit.
