§ Mr. StanleyI do not believe that it would generally be right to subsidise the improvement of relatively modern dwellings. 178,000 local authority owned dwellings were built before the First World War and more than 1 million in the period between the wars. These dwellings must have priority for improvement, and therefore only in quite exceptional circumstances can I consider paying subsidy on works to dwellings built within the last 20 years.
