asked Her Majesty's Government:

Whether they will make a statement about fees payable by first degree and postgraduate research students from the Member States of the European Economic Community; and whether discrimination in these matters against nationals of other Member States is permissible under the Treaty of Rome.

With certain exceptions, students from other Member States of the European Economic Community who do not meet specified residence conditions are required to pay the overseas rate of fee which in 1979–80 is £940 for first degree and £1,230 for post- graduate students. The policy of Her Majesty's Government in this respect takes full account of the requirements of the Treaty of Rome and of EEC Regulations. However my right honourable and learned friend is considering whether present arrangements may be modified to take account of the position of students from EEC countries.
